Central Queensland’s industrial and energy future will be outlined at the 2023 GEA Major Industry, Energy and Manufacturing Conference this 27 – 28 September 2023
The annual Gladstone Engineering Alliance (GEA) Major Industry, Energy & Manufacturing Conference, presented by Aestec Services is set to return this September 2023 over two action packed days, Wednesday the 27th and Thursday the 28th at the Gladstone Entertainment Convention Centre.
Gladstone is the gateway to Central Queensland’s (CQ) and the states Industrial and renewable energy sector, the 2023 conference will provide an opportunity to gain insight into where industry, energy and manufacturing is heading and the available opportunities sprouting within the broader CQ Region as our Nation, State and Region progress through the renewables transition.
The Conference provides superior networking conditions to reinforce relationships and gathering information to get a head start at the evolving business opportunities in store for the future.

To provide comprehensive services to our clients, AESTEC Services expanded our head office to include a cutting-edge fabrication workshop and a mobile maintenance workshop. This expansion enabled us to establish their own service team dedicated to the upkeep of the AESTEC fleet of vehicles and machinery. At present, AESTEC Services takes pride in employing over 300 locals, encompassing a diverse range of trades and skill backgrounds. We have played a pivotal role in assisting 31 apprentices in completing their trade qualifications, including dual trades.

Ian Macfarlane is the Chief Executive of the Queensland Resources Council, a non-executive director of Woodside Petroleum, Chairman of the Innovative Manufacturing Co-operative Research Centre, a board member of both CSIRO and of TSBE, a member of the UQ Rural Clinical School Toowoomba Community Advisory Committee, an Honorary Fellow of AusIMM Minerals Institute, and a Fellow of the AICD.
Ian was elected to Federal Parliament in 1998 and retired in 2016. He is Australia’s longest serving Federal Resources and Energy Minister and the Coalition’s longest serving Federal Industry and Innovation Minister.
Ian has farmed peanuts, sorghum and wheat, and ran cattle in Queensland's Burnett region. He was President of the Queensland Graingrowers Association, President of the Grains Council of Australia and held executive positions on the Queensland and National Farmers' Federations.
Ian is married to Karen with two adult daughters and resides in Toowoomba.
Darren joined GAWB as Chief Executive Officer in March 2018. Darren has extensive leadership and executive experience, having held senior roles in commercial, financial, strategic and business transformation areas across the public and private sectors. Darren was previously the Chief Executive Officer of the Residential Tenancies Authority and has held a range of senior executive positions at Aurizon, Master Builders Association of Queensland and Ergon Energy.
Mr Abbott is an experienced Company Director of both Australian and Asian companies. He is currently the Chancellor of the University is Chair of the University Council. He has also the Deputy Chairman of the Regional Development Australia (Central and Western Queensland) board, A board member of the Central Queensland Hospital and Health Board, Chairman of Queensland Pacific Metals Pty Ltd, Chairman of Queensland Wool Processors Pty Ltd, and the Group Chairman of Inter-Port Global Group of Companies.
Mr Abbott is also an experienced executive with over 45 years of experience in all aspects of company management and governance in a wide range of industries. This experience includes Executive roles in operations and maintenance; project development (including Government negotiations and approvals); engineering design and executing large capital projects. He has been extensively involved in both the energy sector and the Mineral processing industry in Australia and South East Asia.

Hugh Barbour has extensive experience in project development, financial management, contract management and negotiation in the mining and energy industries. Hugh has led multi-disciplinary teams in the performance review of significant assets and evaluation of acquisitions and asset improvements. Hugh is responsible for Gladstone Area Water Board’s continued operational sustainability as a reliable water provider through the development of the Gladstone to Fitzroy Pipeline project.

Jarrod is a dedicated professional with over 12 years of experience across the energy sector, he is passionate about driving the development, delivery and enablement of renewable gas in the energy sector. This includes supporting policy and regulatory guidance, project development/feasibility, developing industry partnerships, knowledge sharing, training and standards development in particular focusing on hydrogen and biomethane. Jarrod has had the privilege of delivering an operational green hydrogen hub in NSW. He is currently working on delivering Gladstone’s first operating electrolyser by the end of the year.

An experience stakeholder engagement professional, with a focus on infrastructure projects, Jane leads the design and implementation of AGIG’s stakeholder and community engagement strategies across a portfolio of national renewable gas projects. Projects of note include Hydrogen Parks South Australia, Murray Valley, and Gladstone. Jane holds a Bachelor of Arts (Communication) and Graduate Diploma in Communication, Public Relations from the University of South Australia as well as being certified by the International Association of Public Participation (IAP2).

Tim McDougall leads Rio Tinto’s Pacific Operations refinery decarbonisation program in his role as General Manager, Gladstone Refinery Decarbonisation. His role focuses on decarbonising our supply chain and reducing scope 1 and 2 emissions from our Gladstone refineries. Tim is leading the Gladstone Refinery Decarbonisation team, overseeing our decarbonisation initiatives including implementation of hydrogen calcination technology at Yarwun.
A born and bred Queenslander, Tim previously worked in Rio Tinto’s Iron Ore operations in Western Australia, as General Manager, Dampier Ports and Marine Operations. He brings extensive experience to Pacific Operations, having started with Rio Tinto in 2002 as a graduate mechanical engineer.
Tim holds a Bachelor of Engineering, Mechanical qualification, with First Class Honors and Post Graduate qualifications in Maintenance Management and Frontline Management. He is also a graduate of AICD and Non-Executive Director on the board of Rightship.

Craig Haymes is a highly experienced civil engineer with more than 30 years of experience in multinational companies across Australia, Canada and the United States. He has held numerous senior executive positions with ExxonMobil and INPEX and been involved in the implementation and operations of major projects and assets in environmentally sensitive areas in multiple regions and countries. Craig has a reputation for leadership, business operations, project management, sustainability performance, corporate governance and all with a focus on environmental protection and maintaining a safe workplace. He is also passionate about volunteering and participating in the community in which he lives and works.
Leisa Dowling

Leisa has almost 20 years of senior leadership and executive experience in the State and Local government sectors, across diverse portfolios. She was appointed as CEO of Gladstone Regional Council in 2018. Leisa has a Bachelor of Leisure Studies as well as a Graduate Certificate of Public Sector Management and has recently graduated from the Australian Institute of Company Directors course.
Throughout her career, Leisa has successfully led organisational change to deliver value and more effectively respond to the needs of customers and communities. Leisa leads with a culture of care and believes in the importance of building genuine and purposeful connections. Her strengths lie in the management of change, strategy, customer relationships, and improvement of business processes. The Gladstone Region has been Leisa’s home for 15 years and has been a wonderful place to raise her children.
Matthew Cooke

Matthew Cooke is a proud Aboriginal and South Sea Islander from the Bailai (Byellee) people in Gladstone, Central Queensland. Matthew has a background in serving the Aboriginal and Torres Strait Islander Community Controlled Health Sector as both a Director and CEO over the past 17 years. During this time Matthew has also undertaken the role of Indigenous Affairs Manager for Bechtel Oil, Gas and Chemicals on the Curtis Island LNG Projects.
Mr Cooke is currently the Executive Chairman of the First Nations Bailai, Gurang, Gooreng Gooreng, Taribelang Bunda People Aboriginal Corporation. He is actively involved in all aspects of Aboriginal and Torres Strait Islander affairs at national, state, regional and local levels and is a Director of the Institute for First Nations Governance Professionals.

Topic: Challenges and Opportunities in the Queensland’s Manufacturing Industry
Glenn Butcher was first elected as the the Member for Gladstone in 2015, after a long and successful career as a Fitter and Turner.
After finishing school, Glenn began an apprenticeship at the Gladstone Power Station. Once qualified, Glenn went to work at Queensland Alumina Limited, where he went on to spend more than two decades in various positions, from tradesman to Maintenance Superintendent.
A family man and long time Gladstone local, Glenn has deep roots in the region, especially in the Gladstone Rugby League community. He is a lifetime member of Wallabies Rugby League and was President of Gladstone Rugby League from 2010, until his election to Queensland Parliament in 2015.
During his time as an MP, Glenn has been member of the Infrastructure Planning and Natural Resources Committee, Chair of the Agriculture and Environment Committee, Assistant Minister for Treasury, Assistant Minister for Transport and Infrastructure and Assistant Minister for Local Government and Infrastructure.
Glenn currently holds the portfolios Regional Development, Manufacturing and Water.
Kim Hetherington

Kim Hetherington is the Director, Workforce Capability, leading CSQ’s specialist workforce planning services, data, and research teams. Kim is responsible for strategically monitoring major project activity across the state, identifying opportunities to support labour and skills interventions via workforce planning activities - programs and services that are shaped by identified trends and themes. Kim brings over 25 years’ experience in learning and organisational development, workforce planning, operations and project management; accrued from roles in mining and resources, civil infrastructure, building and construction, energy, telecommunications and science. She has worked in the private sector and state and federal government, and is passionate about infrastructure projects that create long-term, positive impacts for the community and the economy.
Jacqui Bridge

Jacqui Bridge has more than 25 years’ experience in the energy sector working with electricity, gas and water utilities throughout Australia and the Pacific Region. She has a range of experience including network planning and regulation, energy markets, asset management and renewable energy development. As Executive General Manager Energy Futures at Powerlink Queensland, Jacqui leads the Energy Markets, Policy, Corporate Strategy and Network Regulation functions, and her focus is on the role of the transmission network in delivering the energy transformation.</p<
Geoff Kerr

Geoff joined Trade and Investment Queensland in August 2020 and has more than a decade’s experience in economic development, business management and industry collaboration across a range of Queensland Government departments and industry sectors. In his previous role at Department of State Development, Tourism and Innovation (DSDTI), he has been delivering and promoting regional development services to support economic growth and diversity, including supporting renewables and biofutures initiatives in the Gladstone region.
In earlier roles, Geoff delivered hands-on business services across a range of areas, including procurement, accounting, financial management and reporting, and helped small businesses to develop comprehensive business plans.
Geoff is committed to connecting Queensland businesses to international opportunities. He holds a Bachelor of Business from Central Queensland University.
Alex Leitch

Alex Leitch is the Turnaround and Campaign Maintenance Manager for Shell QGC in Gladstone.
He arrived Down Under from Glasgow, Scotland in 1980, where he settled in Melbourne and quickly became engaged in the Oil and gas industry.
Since then, Alex has enjoyed different roles around the country, from Karratha in WA to Geelong in Victoria and to where he is now, based in Gladstone, Queensland.
Given the breadth of his career leadership roles, Alex upholds three key values: comply, intervene, and respect.
“Comply with all the rules and regulations. Intervene and stop the job if you think something is not right. Lastly, respect the culture.”
Alex also has a strong sense of community and supporting local. In his current role, he works closely with industry related vendors with a focus on those within the Gladstone area. During the last 6mths, Alex and his team developed the Campaign Major Maintenance Division. This project focuses on identifying and engaging local service providers to support Shell’s QGC business and our facility on Curtis Island.
Alex has a depth of experience, knowledge, and advice about the industry. Given his roles involve intense coordination and logistically challenging work, he knows the value of having a supportive team, and a collaborative environment.
“It’s not just what I do, engaging with our contractors, vendors and partners is an enjoyable part of my job, “Alex said. With a packed schedule, there’s got to be some downtime. When not onsite, you’ll find Alex chasing a birdy on the Calliope Golf Course.
Luke Nowlan

Luke Nowlan is the Midstream Maintenance Manager at the Shell QGC Curtis Island facility.
He joined QGC in 2010 as a graduate Mechanical Engineer on the QCLNG Project and has since developed a broad depth of technical knowledge and leadership skills in roles within Projects, Engineering, Maintenance and Reliability in both Upstream and Midstream.
Earlier in his career he gained valuable experience on secondment to Atlantic LNG in Trinidad & Tobago, one of the other BG Group assets at the time.
Luke’s extensive knowledge in the LNG industry allows him to guide his dynamic team to provide and implement solutions using principles based on respect, integrity, and the safety of all involved.
When Luke isn’t leading a packed maintenance schedule, you’ll likely find him planning the family’s next camping trip.
Luke and his wife love camping, hiking and the great outdoors and sharing their passions with their two young children.
Lance is the Member for Bundamba in the Queensland Parliament, where he is proud to be one of three serving First Nations Members.
He is also proud to the Assistant Minister for Hydrogen Development and the 50% Renewable Energy Target by 2030.
Lance is a committed advocate for social justice and equity of opportunity for secure jobs, health, education, essential services and public services as part of a sustainable future for all.
He holds a master’s degree in Climate Policy and Sustainability.

During her career Jacqui has held senior leadership roles in electricity distribution and transmission network and global consulting businesses. Robert Sobyra is Director, Research & Digital with Construction Skills Queensland. Responsible for driving CSQ’s research agenda, Robert is a leading thinker at the intersection of construction and skills.
He writes and talks regularly on all things economic, construction and workforce. Robert is also a postgraduate researcher at the University of Queensland with a special interest in regional economic growth.
Rob is Chief Operating Officer for Alpha HPA Limited, an ASX listed company, bringing High Purity Aluminium chemicals technology to Gladstone for commercialisation.
As a Mechanical Engineer, Rob brings a wealth of experience in mining/ smelting/ refining and plant operations to the HPA project in Gladstone.
Michael Everton, Chief Executive Officer Oceania Biofuels has 25+ Years’ experience in the biofuels industry in the U.S., Europe and Asia. Developed and constructed biofuels plants worldwide. Experienced executive with over a decade in the procurement of low carbon feedstock and the sales of biofuels.
Tim joined Fortescue Future Industries (FFI) in 2022, to develop a pipeline of green energy projects in Central Queensland.
Tim previously held roles in the oil and gas industry, including the design, commissioning, and operation of large gas plants, water treatment plants and pipelines. During his time in oil and gas, Tim transitioned into the commercial team managing business performance involved in capital allocation, strategy, treasury, and joint venture management. FFI is a global green energy company committed to producing zero-carbon green hydrogen from 100 per cent renewable sources.
Professor Stanley arrived at CQUniversity Australia in 2010 as the Dean of Medical and Applied Sciences and is currently the Vice-President, Research. Grant holds undergraduate and postgraduate degrees from the University of Melbourne and has a background in Applied Microbiology/Biochemical Engineering, with research interests in biofuels, especially the production of second generation bioethanol.
He has experience in researching and teaching microbial metabolism, fermentation systems, bioreactor design and bioremediation. He has published more than 110 refereed and non-refereed papers, one international patent, has received a number of Category 1 funding grants and supervised 16 PhD students to completion.
Professor Stanley has been on the organising committee of a number of national and international conferences, an Associate Editor of the journal 'Biotechnology for Biofuels', has been a Director on the Rail Manufacturing CRC Board and a member of the Queensland Expert Advisory Panel.
Professor Stanley arrived at CQUniversity Australia in 2010 as the Dean of Medical and Applied Sciences and is currently the Vice-President, Research. Grant holds undergraduate and postgraduate degrees from the University of Melbourne and has a background in Applied Microbiology/Biochemical Engineering, with research interests in biofuels, especially the production of second generation bioethanol.
He has experience in researching and teaching microbial metabolism, fermentation systems, bioreactor design and bioremediation. He has published more than 110 refereed and non-refereed papers, one international patent, has received a number of Category 1 funding grants and supervised 16 PhD students to completion.
Professor Stanley has been on the organising committee of a number of national and international conferences, an Associate Editor of the journal 'Biotechnology for Biofuels', has been a Director on the Rail Manufacturing CRC Board and a member of the Queensland Expert Advisory Panel.

GILG
Gladstone Industry Leadership Group (GILG) is a membership organisation which represents Gladstone major industry. GILG’s vision is to have an ongoing working collaboration between industry, Community and Government toward a position sustainable future for major industry in Gladstone.
GILG’s main objectives are to:
- Monitor and understand key issues in Gladstone relevant to industry.
- Provide open, honest, transparent, and accountable information on issues pertaining to industry and the community based on fact.
- Progress the contribution of members to maintaining air and water quality.
- Facilitate cooperation between members in a collegiate format for enhancement of industry.
- Advocate in issues relevant to members.
- Build relationships between industry and others.
- Provide rigorous stakeholder engagement on behalf of industry.
GILG is working proactively to address relevant and topical issues for industry and the community while demonstrating leadership and responsibility.

The Guinea Group
The Guinea group is a boutique leadership training and consultancy business that helps leaders to create conscious control, so that they can be better at leading under pressure.

CQUniversity
The Gladstone Regional Council is located in Central Queensland, about 550 kilometres north of Brisbane, bounded by the Coral Sea to the east with easy access to a national highway, rail network and award-winning airport.
The region is a rapidly growing hotspot, home to 60,000 people, and boasts national parks, state forests, beaches, islands and is the doorway to the Great Barrier Reef. Gladstone is a prosperous region built on major industry, including two of the world's largest alumina refineries, an aluminium smelter, power station, cement and chemical manufacturers and Queendland's largest multi-commodity port. In addition, the Gladstone State Develoment Area continues to attract large industry to the region, including the current construction of three Liquefied Natural Gas (LNG) plants on Curtis Island, a short distance off the coast of Gladstone, with approval for a fourth.
With a permanent workforce of around 750, servicing over 200 different business functions, Council employees strive to do the every day things well, every day, and maintain the standard of our current environment amid the impacts of rapid growth and development.

Overall a very well organised event with great networking opportunities. The speakers were ineresting and informative, as well as the MC Dr Keith Suter. Catering for the day was very good too. The Gala Dinner & Industry Awards Night was a good, social event, and a chance to liaise with businesses in a more relaxed environment.
The GEA Major Industry Conference has been the gold standard for industry events in Central Queensland for 16 years, and I see no reason why this will not continue well into the future. 2022 CONFERENCE HIGHLIGHTS
The nineteenth annual GEA Major Industry and Energy Conference, presented by Aestec Services delivered on expectations. Providing connections, conversations and planning opportunities in the region.
Held in Gladstone, the gateway to Central Queensland’s Industrial and renewable energy sector, the conference provided an opportunity to gain an insight into where industry is heading and the available opportunities in the renewables transition.
Day one started with, Assistant Minister for Hydrogen Development and the 50% Renewable Energy Target by 2030, Lance McCallum announcing publicly owned CS Energy is partnering with the GEA on an innovative project to map the capability of local suppliers to work on new wind energy developments in CQ. This set the pace for the day, with a stellar line up of presenters that followed including Rio Tinto, Gladstone Area Water Board, Powerlink, Inter-Port Global, Alpha HPA and Fortescue Future Industries. All presenting on their current projects and showcasing the promising future in new and existing industry for the region. Informative presentations from Queensland Resource Council, Gladstone Goondiwindi Railway, Construction Skills Queensland and CQU talked skilling and the journey that will need to be undertaken to support the projects ahead.
On day two delegates were welcomed by Minister for Regional Development and Manufacturing and Minister for Water, Hon. Glenn Butcher. Minister Butcher discussed the newly released Queensland Energy and Jobs Plan and the exciting developments that will flow from that plan, including the large percentage of manufacturing that will take place directly in Queensland. Updates were also provided from a consortium of developed industries in the energy sector; Tritium discussed their developments in electric fast charges, Honeywell as process automation leaders, Neon discussed renewable energy and storage projects and Sunshine Hydro presented their operational technology for the proposed Miriam Vale development. H2U Hydrogen Utility, Stanwell, Nera and so many more took the stage and completed the information download on energy for day two.
